I am directed by the Earl of Salisbury to acquaint you that the Secretary of State for the Colonies has telegraphed to Sir William Robinson, Governor of Hong Kong, to ask whether he has received any information regarding the intentions of France towards Chusan, and requesting to know whether Sir William Bowen may be informed that the French Government have discovered any such intention.
In reply, I am to transmit to you a copy of a Memorandum (702. Kyous Cov 13,83) confidentially relative to Chusan, drawn up by the Librarian of this Office, together with copies of two despatches addressed to Her Majesty's Ambassador at Paris. I am to request that in laying these papers before Her Majesty's Secretary of State for the Colonies, you will state to him that the latter contain all the information which has been given by the French Government in regard to their intended course of action towards China.
